Applying for New Zealand citizenship is mostly a paperwork exercise, but it is one where small gaps cause big delays. From late 2027 there is also a new written test to factor in. This checklist walks through the whole journey for citizenship by grant, the route most permanent residents take, so nothing catches you out.

Start with eligibility
Before you spend a cent, make sure you actually qualify. For citizenship by grant you generally need to have held residence, or been entitled to be in New Zealand indefinitely, for at least five years. Across those five years you need to have been present for at least 1,350 days in total, and at least 240 days in each year. You also need to be of good character, have enough English, and intend to keep living here.

How the 2027 test fits in
From late 2027, most adults applying by grant will also need to sit a new in-person, computer-based test and score at least 75% to pass. It covers rights and responsibilities, how New Zealand is governed, voting, certain criminal offences, and travel to and from the country. The official study guide and questions have not been released yet, so anything presented as the real questions today is unofficial.

Documents you will need
Most applications need the same core set of documents. Gather them early, because chasing a missing birth certificate or a certified translation is where weeks disappear.
- A current passport, plus any earlier passports that cover the last five years of travel.
- Your full birth certificate.
- Evidence of any name changes, such as a marriage certificate or deed poll.
- Recent passport-style photographs that meet the specification.
- Proof of your residence visa, or that you are entitled to be in New Zealand indefinitely.
- A record of your trips in and out of the country over the past five years.
- Proof of your New Zealand address.
- Certified translations for any document that is not in English.
If your situation is unusual, for example time spent overseas in Crown service, you may be asked for extra evidence. Keep originals safe and make certified copies where you can.
What it costs
Budget for more than just the application fee. As a rough guide:
- The adult citizenship by grant application fee is around NZ$560, and it is not refundable even if your application is declined.
- A New Zealand passport afterwards costs around NZ$206 if you choose to get one.
- Add a little for photos, certified copies, and any translations. Many people spend somewhere between NZ$600 and NZ$850 all up.

The application step by step
The process runs in a fairly predictable order:
- Confirm your eligibility and the earliest date you can apply.
- Gather your documents.
- Prepare for and, from 2027, sit the citizenship test.
- Complete the online application through your RealMe or Department of Internal Affairs account.
- Pay the fee and submit your supporting documents.
- Wait for a decision, responding to any requests promptly.
- Attend your citizenship ceremony.
- Collect your certificate, and sort your passport and voting enrolment.
Processing times, and why applying early matters
Many citizenship applications are decided within a few months, but timeframes vary with your circumstances and the volume of applications being processed. A large group of people who arrived on the 2021 Resident Visa become eligible around 2027, which is also when the new test begins. That combination is likely to mean busier queues.
The practical takeaway: get your documents ready in advance, and apply as soon as you are eligible rather than leaving it. Applying early is the single best way to avoid being caught in a backlog.
The citizenship ceremony
This step surprises people: you are not a New Zealand citizen the moment your application is approved. You become a citizen when you make the affirmation or oath at a citizenship ceremony, usually run by your local council. You will be invited once your application is approved, so keep your contact details up to date and watch for the invitation.
After you become a citizen
Once you have your certificate there are a few loose ends worth tidying up:
- Apply for a New Zealand passport if you want to travel on one.
- Enrol to vote, or update your enrolment details.
- Check the dual-citizenship rules of your country of origin, as some countries restrict or remove citizenship when you take up another.
- Update your records with your bank, employer, and Inland Revenue where needed.
A few things people get wrong
- Leaving documents to the last minute, especially translations and certified copies.
- Miscounting days out of the country and applying before they actually qualify.
- Assuming approval means citizenship, and missing the ceremony step.
- Letting a passport lapse mid-application, so the travel record no longer lines up.
